Four flood alerts have been issued across the county with north Norfolk and the Broads at risk.
The Environment Agency has issued the alerts after flooding was deemed "likely" in parts of the county.
An alert has been issued for the tidal Rivers Bure, Ant, Thurne, Waveney and Yare running from Beccles and Lowestoft in Suffolk, to the Norfolk Broads and up to Horsey.
The alert comes over fears of tidal locking, where strong tidal water from Great Yarmouth restricts the natural river flow out of the Broads.

It was renewed just before 9am today and will be in place for at least the next 24 hours.
Another alert has been issued in north Norfolk on the River Burn from Southgate to Burnham Thorpe.
The Environment Agency said: "Take care on waterside roads and footpaths and don't put yourself in unnecessary danger.
"We are not currently expecting the situation to escalate, or to issue any further warning messages at this time."
